Planning not suggesting "work order" as 'implement as' - differences between instances??

We are using — EBS 12.2.4 - ASCP - Process Manufacturing

We have two environments — configured "identically." (from profile options, to plan options, etc.) — (as best as we know).

We believe the following are identical between instances: (DEV and UAT)

- similar recipes built the same in both instances, similar validity rules, similar items, similar item characteristics (Make), similar sourcing rules, similar manufacturing calendar, etc.

We have created identifical forecasts for the item in both instances. I run planning in both instances — complete refresh.

In DEV, planning suggests a Planned Order — and I can implement it as a "work order" ← desired behavior!
