Problem while applying patch 38582077

Hi team,

When I was applying patch number 38582077 and 38701871 of Oracle FMW 12.2.1.4 FRS patch in my Windows VM - I was getting the error of missing components and the patch was not getting applied. I tried to search over the net for the solution and found that - the reason could be that my internal SQL developer was showing Oracle client version as 12c and not 19 , on the other hand the patches 38701871 are tied to internal Oracle client 19.

Hence, I tried to apply patch 34761383 to upgrade the Oracle FMW internal client from 12 to 19. However this is failing - I tried both GUI and command line method. I even ran the command
