How to safely restart the PO_DISPATCH (EDX/CXML12) after failure halfway through.

While running Purchase Order Dispatch for our EDX suppliers (PO_DISPATCH), the process will intermittently fail with an “unable to reach gateway” error. The gateway issue itself is not my concern (it appears to be a combination of load balancer, firewall, and intermittent connectivity issues).
The issue I am trying to solve is how to safely restart the PO_DISPATCH process without re-dispatching purchase orders that were transmitted prior to the failure.
For example, this morning we had 32 purchase orders to be dispatched via EDX. The PO_DISPATCH process failed; however, the Integration Broker Monitor shows that 19 of the 32 purchase orders were successfully transmitted.
