What is the difference between srvctl upgrade database and srvctl modify database ?

Hello,

Explain. please, what is the difference between two commands:

srvctl upgrade database -db name -o ORACLE_HOME
and
srvctl modify database -db name -o ORACLE_HOME

I always used "srvctl modify …" to switch to new OH and DB works well.
