Does Oracle have an API to update AR Transactions?

Hi,

I have seen the following note from Oracle:

And it looks like we can have a PL/SQL package to update AR transactions, I am looking for a solution like this for a some specific requirement from business.

I am at Oracle Applications : 12.2.8, and I currently don't see the PL/SQL package in the database, but I can run the PLS file mentioned in the note to have it available.

Can someone advice on this note? I am confused and not sure if this is something available to use, I would really appreciate your help on this.
