How to close Discrete job order with status Pending Close

in Discrete Manufacturing - EBS (MOSC) Question

After selecting multiple Discrete jobs, we find 197 job orders stuck with status pending close. After checking the transaction interface and pending no transactions stuck related to jobs, we also tried to close them manually, and we faced this message

APP-WIP-25190: You are not allowed to close jobs with these statuses
