Department Cost Center or Position Cost Center

1. Include cost centers in HR flows directly (add a pending worker, edit pending worker, convert pending worker, hire)
2. Cost Centers on department and position level should be visible to HR Managers/ HR Business Partners as we have a split in some countries where divisional HR only has viewing roles and should thus be able to see the info
3. Cost centers from higher levels should be cascaded down and visible in the employee record (e.g. even if costing for departments is maintained, this cost center should be visible on the employee record). It would be good if it also shows what kind of cost center it is which is taken, e.g. Department Cost Center or Position Cost Center
