Issue to Work Order Page requiring Pick plan, cannot direct issue inventory to work order

We enabled the Mobile Technician menu / MyTasks Materials page for technicians to use, but now the 'Issue to Work Order' page will not do a direct issue of inventory to a work order. The page is requesting all items be scheduled and a Pick plan selected. Without these steps we receive the error:

How do we enable My Tasks/Materials page without losing the functionality to direct issue inventory to a work order with the "Issue to Work Order" page?
