Running an Orchestration Over Multiple Environments

I have a strong suspicion I know what the answer is going to be, but is there a way that an Orchestration running in the PD environment can trigger itself to run in the DV and/or PY environments?

We want to create an Orchestration that will accept a CSV file as an input parameter that our Finance Control users can call directly from a page button in the PD environment. The Orchestration will then create multiple GL Account combinations, however this will immediately put our DV, PY and PD environments out of synch unless the Orchestration is also run in those environments. The problem here is that access to DV and PY is only given to limited users and for specific UAT tasks so they won't have the access to run the file themselves and we're
