Question on pre-delinquent strategy.

I am reviewing the seeded Oracle provided 'Account Pre-delinquent Strategy'. If I I want to use a custom pre-delinquency strategy say 'ACME Account Pre-delinquent Strategy' how does the IEX: Strategy Manager engine know to pick the custom one instead of seeded.

Where does this alignment happen and how does Oracle EBS know the strategy is for 'Predelinquent' transactions?
