HTTPS support on SCZ10.0 (KVM)

Hello colleagues.

Do you know is some special license or entitlement required for HTTPS support? My purpose is to activate REST on wancom0. I followed the procedure described in this document , but port 443 is dead ('show ip connections' does not show port 443 in 'listening' state).
