Production email address picked from alerts composer for triggering Check-in document in test env?

Email alert sent to one actual user in one of the test cases carried out in Test environment for a new Check- In document functionality in Performance Management in Oracle HCM Fusion. This email is not part of the traditional approval workflow but is a part of Alerts Composer functionality. Now both employee(dummy email) and manager (masked email) should not ideally receive any notification in test environment as BPM notifications are disabled already. How did the production email get triggered from test instance?
ORA_HRC_USE_BPMCONFIG_TEST_EMAIL was disabled (value = N) and alerts composer showed below message:
