When tried to manually update tax registration number of customer - getting this error: this record in table hz_parties cannot be locked as it has been updated by another user ...Any suggestions?

Found doc ID 2228297.1 and it suggests to apply a patch 21459969:R12.PV.C but it is for Oracle Partner Management - Version 12.2.4 and later.
