April 2026 PSU Crippled WebLogic Server Startup

I applied the April 2026 patch for WebLogic Server 12.2.1.4. I applied this on an IBM AIX PowerPC. Now I cannot bring up the WebLogic Server. I am getting "Secret Key Factory not available". NodeManager, AdminServer, WLS_FORMS will not startup. I believe it changed security checks.
