Update option not visible (Item Catalog)

in Inventory Management - EBS (MOSC) Question

We have a situation were one user has the option of - update as seen in screenshot attached.
the other user doesn't have the same view, the update button is not visible for him.









We have assigned same responsibility and same PIM group as well.
Any idea what needs to be checked and how?
