Retirement Plan Partial Deductions Not Taken

I will preface this by saying we have opened an SR for this. We have run into an issue where an employee comes close to the max 403B deduction, rather than pulling a partial deduction to meet the limit, it does not pull anything and instead gives it a status of D. As we have a lot of physicians we have employees reach those maxes fairly quickly, so this is becoming a bigger issue.
