Can we use "IF condition" within an Formula for a Formula based advanced pricing adjustment

For example if I want to exclude order-level discounts to be calculated only on merchandise (stock) value and to exclude freight, service/non-stock lines, and previously generated discount lines, can you suggest a fomula if possible
