Can a 403b have a Special Accumulator and Employer Match with Pct of Employee Investment?

Hello,
We are on Ben Admin 9.2 PUM 54 and have attempted configuring a 403b Plan using the setup below. When testing a paycheck, the University's employer contribution is missing:
- Plan Type 46
- Special Accumulator is being used in the Plan (the same accumulator has been used successfully in other plans with non-match option of pct of accumulator)
- Employee Contribution is Required
- No Minimum or Maximum Employee Contribution
- Up-To-Threshold Limit (Percent of Earnings) for Total, Before-Tax, and After-Tax are all set to 100%
- No Over-Threshold Limit
- No Rules for Highly Compensated
- Before-Tax Employer Contribution is set to Pct of Employee Investment at 100%
