Cannot start OracleListener

Hi, I was using Empower well in the Windows Empower 3.8.0 environment, but suddenly I couldn't log in. I tried to start the LISTENER in SERVICS, but it didn't even run with the message "The OracleEmpowerOracle19cTNSListener service on local computer started and stopped. Some services stop if they are not used by other services or programs." Using it as a personal PC, and there has been no recent upgrade or change in the PC. I've tried rebooting several times, but it's the same. Other LANs are not connected, only the device LANs are connected. After setting them up as manual,
