Client package build issue from web - Not Build - Build Submitted

in Web/Portal Technologies - JDE1 (MOSC) Question

We are on TR 9.2.8. We follow standard process to assemble, define build, and submit build from web. R9621S is launched and works fine. But R9622C reports "Build submitted", though its status shows D in WSJ. "JDE B9 Client Network" service is running on deployment server. We tried to stop or start it service from Deployment server and then tried again but facing the same issue. I also checked package build kernal but no error message found for client build.

Can you please suggest what could be the cause
