Cannot open Oracle Wallet [Cannot import PKCS #12 wallet.] PeopleSoft JOLT SSL Error for MSSQL

in Windows Oracle Data Access Components (MOSC) Question

We are getting below error when trying to configure JOLT SSL in our PeopleSoft Environment. Please note that our database is Microsoft SQL Server.
With this, we do not have Oracle Client installed in our server.

Do we need to install and Oracle Client to make the JOLT SSL work? If not, what can be the fix for this issue?

ERROR: Cannot open Oracle Wallet "file:wallet.server", error 29106 [Cannot import PKCS #12 wallet.]

Note:
1. We ensure the password is correct and do not have special characters.
2. We tried to create self signed certificates using orapki and openssl but both are having same issue.
