Copying action items from meeting minutes

On Unifier 26.4 currently, when I copy a meeting minutes record, action items from original record are also copied. Is there a way to configure so that the action items are not copied over? Currently, user has to select yes/no to question "if further action is required", then it copies the action item. This leads to users forgetting to modify their choice so, same action items are created multiple times.
