Notifications not appearing when Onboarding activity guide initiates

Hello,

We are in the process of enabling Notification Composer and implementing Onboarding Activity Guides. We can receive most notifications fine (i.e. AWE notifications related to payable time), but for some reason our notification relating to our Onboarding Activity Guide does not get distributed. The problem seems specific to activity guide notifications. Has anyone else had this issue?

Here are the steps we followed:

  1. Enable Notification Composer in the Installation server and restart app server.
  2. Run AG Composer Conversion to NC.
  3. Confirm that In-App and Email are enabled in Notification Administration > Global Settings.
  4. In Notification Administration > Notification Settings, set
