R461601 - Fixed replenishment program is not generating the request

Hello

I am using JDE 9.2.4.4 version of JDE and configuring Advance Warehouse module. I am running the report R461001 , system is giving error that location is full where as Warehouse location capacity shows that it is not fully occupied. I have attached all of our replenishment setups here. Please help us to identify why report is not able to generate the replenishment request.
