Hiding Add Individual button on Dep/Ben tile and not within the Dep/Ben info step of activity guide

When I hide the Add Individual button on the Dependent/Beneficiary tile (option 2 in blog linked below), I'm using W3EB_DEPBNSMRY_FL which is the same component used in the Activity Guide (Dep/Ben info step; option 3). I don't want the button hidden within the Activity Guide; likewise, I don't want the button hidden in the Benefit Card (option 1). Am I misreading Oracle's blog that you have three options to hide this button, when there's really only two ways to hide the button (options 2 and 3 being one and the same)?
