resmgr:cpu quantum

Hi everyone,

I am confused. Running Oracle 19.22 SE2 on Linux 8.X. I am getting resmgr:cpu quantum.

  1. However, resource_manager_plan is not activated. In v$rsrc_plan shows DEFAULT_PLAN. So why I have top events resmgr:cpu quantum?

2. KB101565 Default Value of Parameter resource_manager_plan on Standard Edition 2.,

so does it means even though resource_manager_plan is not activated, it is silently applying the DEFAULT_PLAN ? and that is why I have tons of sessions with resmgr:cpu quantum ?

3. also, it is NOT because in the maintenance window, because this happens at day time as soon as the application starts.
