is it possible to create a new Person of Interest Type requiring job for survivors of retirees?

I've looked through old red papers and what I read is that Oracle/PeopleSoft does not recommend that you add new Person of Interest Types requiring a job record, that it would be considered customization and PeopleCode and batch processes would need revised.

Our surviving spouses of deceased retirees have the option with our organization to self-pay for health benefits as a survivor.

I added a new POI Type 10001 = Survivor (job record required) to the Person of Interest Types table (SETUP_HRMS.POI_TYPE_TBL).

There isn't a lot of information in PeopleBooks on the topic, other than adding the new type itself.
