Prevent specific users from re-opening a closed work order?

We've had the request to prevent a specific user group from being able to re-open a closed work order. These are for Maintenance orders, and when the maintenance is done, the order is closed by the workers, but we don't typically get the invoice for the order until later, so we do have to be able to open it to update the cost of the maintenance, but management wants to restrict who can do that.

I know this would typically be done in Order Activity Rules P4826, but this request is coming from a specific department to restrict a specific group, and I haven't seen anything where we can get that specific in restrictions. If we use the P4826, it will restrict everyone from reopening the orders, and it will impact multiple maintenance departments. I don't think security is the right way to go because we don't want to restrict this specific user group from being able to access or edit the orders, just from reopening the orders.
