Duplicate Approvals for Timesheets

For Timesheets we have 2 levels of Approvals, Project Manager (1st level) and HR Supervisors (2nd level). In many cases the Project Manager and HR Supervisor is the same Employee. So when the Manager approves as the Project Manager, it just shows up again for them to approve as the HR Supervisor. Is there a way to prevent the 2 levels of Approval if the Project Manager and HR Supervisor are the same person?
