In JDE Transportation inbound, is it possible to generate the shipment no at a later stage?

We dont know what mode of transport and carrier until at a later stage when supplier is preparing the items and we have a lot of smaller purchase orders. It makes it difficult to manage. We would like to create a shipment closer to supplier shipping the items instead of order entry. Is this at all possible? thx
