How to migrate the on-going project budget which have on-going PRs/POs

Currently our client is using project budget control. They have on-going project budget which have on-going PRs/POs with big volume transactions.

It means they have balance of remaining project budget at multiple stages from obligation -commitment - actual.

Please kindly share your experience how to migrate those opening balance into Oracle EBS.
