12.2.7 Add attachments to the OAF framework for customers, but have only access for other pages

We want the function to allow business users to add documentation on the OAF framework for customers and only view the remaining webpages (bill to and ship to data), as a segregation of duties is required.

We have tried to personalize the attachment section, based on view only access, with no luck.
