Delinquency Fee Approvals

in Financial - JDE1 (MOSC) Question

Hi,

We turned on collection manager approval but it appears that anyone can approve / reject fees. What am I missing? I'd think that only the collection manager tied to the customer should be the one who has access to do this. I guess I can always use application security if I need to.
