Programs linking activities from other projects

in Oracle Primavera Cloud (MOSC) Question

We have an instance where we want a user that is an admin to project A. Be able to create a program using a project A but also project B where that user has view only access. Then be able to link activities from project A to Project B so they use the live data from a project to update their Project A.

Is this possible?
