Latest ZIP file invalid for Oracle WebLogic Server 12.2.1.4.0 for x64 Windows (July 2026 CPU)

I've downloaded the zip file for Oracle WebLogic Server 12.2.1.4.0 several times and every time when I try to open the file it comes back to tell me it is invalid. Anyone else having this issue?
