Ability to create OnAccount receipts in iReceivables? AI says you can, but it's not working 12.1.3

AI says that you can navigate to the Account Details in iReceivables and create a 'Payment on Account'.

When I click Pay, there is an error displayed that an Invoice must be selected before choosing 'Pay'.

Is this functionality in a later/current version of Oracle? Please send details and documents, if possible.

Ideally, this is new functionality and is backward compatible.
