Plan Comparison Updates for the new Plan Year

We are on HCM 9.2.53 with MSSQL Tools 8.61.13.

We are trying to update our Plan Comparison template for the new year and no matter how we enter the attributes, old effective dated attributes also pull into the template with the new ones even though they are Effective Dated.

Our first year went very well creating the templates, updating them has been quite complicated. Has anyone done this successfully that can offer tips, tricks, documentation (not PeopleBooks, we've read that upside down and backwards)?
