I am using the wrong Opatch

in Database Install/Upgrade/Opatch (MOSC) 2 commentsAnswered

I am running Oracle Database 19.32 on Windows 2022. My Jul DBRU patches did successfully complete.
Although the precheck ran twice then kicked off an OOP restart cmd.
In reviewing the Opatch log is see:
