Can Perl be updated outside of Oracle patches

All,

We are running Oracle Database EE 19.32 on a Windows 2022 server and have been informed of a security patch needed on Perl. The only Perl we have is the one embedded in the Oracle Home directory. The embedded version is 5.38.4 and the security advisory to update Perl to version 5.43 the patch is to address CVEs; 2026-13221 and 2026-57432

I need to know if the independent upgrade of Perl will have any negative side effects on our Oracle database.
