Siebel repository upgrade on IP 26.4 issues

in Siebel Business Process & Functionality (MOSC) Question

We've completed IP 26.4 upgrade and found out for some features we need to apply repository upgrade. The repository upgrade is completed on Dev env and after reviewing the SIF attribute differences it has been applied and delivered to Main workspace. Now while testing the application we found the Redwood theme is not showing properly ie., aligned properly, shortcuts are not working and the File menu is missing.

I've raised an SR and the tech is asking to run the post DB utility again after the repository upgrade but as per the DB upgrade doc I don't see it is required. So let me know if we need to run it as well.
