Scheduled Processes job stuck in long queue and status in integration shows "Null"

BI Publisher (BIP) report jobs are getting delayed. When we check their status, Oracle sends back a "null" status instead of a proper one, which our system reads as stuck / failed. This is affecting the reports used to send details to our partners.
