Oracle Forms 14.1.2.0 formsweb.cfg setting Parameter fsalEnableAutoUpdate=false not working

Hello!

We use Forms 14.1.2.0 with latest updates and patches. In formsweb.cfg the parameter fsalcheck is set to true, but we deploy the frmsal.jar centrally and do not want the Update-Window to appear, when fsalcheck fails. But unfortunately setting the parameter fsalEnableAutoUpdate to false does not supress the dialogue.
We expected the frmsal to show "FRM-93143: Oracle Forms Standalone Launcher checksum failed." or something similar in cli instead.
How do we achive the desired behaviour for frmsal.jar?
