Failed to install GI with ORA-15018: diskgroup cannot be created on rhel 9.8 with GI 19.31

Hi,

I am trying to install GI 19.31 on rhel 9.8, but failing with below errors in ASM alert logs

ALTER SYSTEM SET asm_diskstring='/dev/disk/by-label/' SCOPE=MEMORY SID='';
