PRC: Generate Draft Revenue for a Range of Projects not generating revenue after upgrade to 12.2.15

Anyone know what else I can check besides Budgets being baselined and expenditures? Everything looks good there. In the log file it states "The project does not have an eligible event or expenditure item."

I tried running for a single project and that didn't work either.
