Error patch 19.32 installation

I tried to install 19.32 patch on Oracle instance (Windows).
I have 19.30 RU and OJVP patches installed.
Installation fails with error message:

Verifying environment and performing prerequisite checks...

Conflicts/Supersets for each patch are:

Patch : 39418910

Conflict with 38523609
Conflict details:
O:\oracle19c\bin\oracle.exe
O:\oracle19c\rdbms\admin\oracle.sym

Bug Superset of 38597735

What is my problem?
