Sales Order Line Stuck in “Supply Eligible” Although On‑Hand Quantity Exists

I have a sales order line that remains in the status “Supply Eligible” even though there is available on‑hand quantity in the warehouse.

The line does not move automatically to “Reserved,” and the reservation process is not triggered. Manual reservation works, but the workflow does not perform it automatically.

• On‑hand quantity exists in a reservable subinventory
• Item allows reservations
• Workflow Background Process is running
• Scheduling was re-run
• No visible workflow errors

What conditions in Oracle EBS R12 can prevent automatic reservation from triggering even when quantity is available? Are there specific workflow, ATP, or order type settings that could cause the line to remain in “Supply Eligible” until reservation is done manually?
