TAC on a standalone (non-RAC) database with Active Data Guard is Grid Infrastructure required?

Bit of background about the problem and planned solution, I am working on atm
Current/Planned setup
Oracle Database 19c Enterprise Edition, Linux x86-64. Single-instance (standalone) primary with a physical standby, broker-managed, Fast-Start Failover with an observer. Filesystem/LVM storage, no ASM. Active Data Guard is licensed on both primary and standby. No RAC and no plans for RAC.
I want to enable Transparent Application Continuity so that application requests survive Data Guard role transitions. The documentation is written almost entirely from a RAC/Clusterware perspective, so I'd like to confirm the standalone path before I build it.
