F4211 SRP2 population

We are using JDE 9.2.7.2

We have items where the F4102.SRP2 can differ from branch to branch. When we put a sales order in P4210, the header branch plant will differ from the detail branch plant most of the time. occasionally they could match but most of the time they are different. From testing, it seems like the SRP2 in F4211 is using the SO header branch plant to populate that field. Do you know if that is working as designed and supposed to take the SO header BP to get SRP2? If yes, is there a way to change
