How to use locator capacity for assignment of Consolidation locators

We are trying to setup a process that will drop LPN's to Consolidation locators after sales order picking, to accumulate all the LPN's for a delivery prior to shipping. I am using the operation plan "Locator based consolidation in consolidation locator, within delivery in staging lane". Would like to understand better how the Consolidation locator is determined. I setup my consolidation locators with maximum weight limits - wanting the light orders to choose the small Consolidation locators, and the heavy orders to choose the large Consolidation locators - but this does not seem to work.
