Need to do open work order migration from legacy system to ORACLE

We need to Transfer Open work orders from legacy system to oracle, i can create work orders although not sure how to load material requirements. I know we can create transaction against work order using Miscellaneous Receipt and Work order Issue vie Mtl_transactions_interface although we dont need to do all this. Is there any way we can directly update issue quantity against item in material requirements without creating additional transaction in oracle.

I just need to update issue quantity against item which are issued in legacy system but did not respective transaction in oracle. Let me know if there is way to update quantity against component in Material requirements form.
